Assassin Narumi is asked to rescue a kidnapped businessman involved in an air defense project. Narumi nearly succeeds in this assignment, but a stray shot eventually kills the hostage. Still, the client gives Narumi a new mission to kill the person behind the kidnapping. Narumi then gets stuck in a web of betrayal, corrupt agents and ruthless yakuza.
