At Duncan Aircraft, John Baxter and Ted Hall, government agents impersonating factory employees, capture Quirk, a spy whose real name is Schuster. However, they are unaware of another spy in the plant, Steve Corbin, who telephones Dr. L. B. Carter and follows his orders to have Schuster shot before he can talk. John and Ted are reassigned to Washington, D.C. to work with Phil Dunlap, whose attractive sister Eleanor is a friend of John. Phil goes to see his girl friend, Madelon Martin, an entertainer; she gives him a ring. After Phil infiltrates a spy meeting at Carter’s sanitarium, his ring gives his real identity away, and he is executed. John, Ted and Eleanor discover the body, and John comforts Eleanor by declaring that Phil’s work to keep men free must be carried on.
