Cassiodorus the Etruscan (Montagnani), while chatting with a peasant girl, involuntarily captures Vindice (Baccaro), of the rebellious Liceni tribe. Having gone to Rome, Nero (Carotenuto) instructed him to take care of the gladiators. Together with the assistant Sulpicino from Velletri (Lionello), they take advantage of the situation to make up games, organize bets and prostitute the Vestals. Discovered, the two friends are sent back to the North and Cassiodorus is forced to fight the new leader of the barbarians whom he kills by pure chance. Back in Rome, he is appointed Consul but cannot take advantage of the new position as Nero has set Rome on fire.
