When the US government finds out that a Chinese scientist, Chang, has discovered a means of creating astonishingly small atomic weapons, they are concerned. A device the size of a Ping-Pong ball could wipe out a large city. Fortunately, the scientist has escaped to Singapore with his son, albeit with the downside that no one actually knows where he is.
