Following the Hamaguri Gate Incident, the shogunate ordered an expedition against Choshu, but Shogun Tokugawa Iemochi showed no sign of coming to Kyoto, and an uneasy atmosphere permeated the city. Kondo Isami resolved to maintain order to the best of his ability with the Shinsengumi.
